Paragraph 2. Regular city (rural) and suburban automobile transportations of passengers and luggage*
23. Regular city (rural) and suburban automobile transportations of passengers and luggage are performed on the route network approved by local executive authorities which is formed on the basis of the approved comprehensive scheme of development of passenger transport and analysis of passenger traffic volumes, and proposals of citizens and organizations.
During performance of regular city (rural) and suburban automobile transportations of passengers and luggage the operator provides drivers and conductors with uniform clothes, requirements to which are established by local executive authorities.
24. Use of minibuses on a route of regular city (rural) automobile transportations of passengers and luggage is justified by low volumes of passenger traffic, at the same time, length of routes with use of minibuses should not exceed thirty percent of the general length of the route network of regular city (rural) automobile transportations of passengers and luggage.
Paragraph 3. Modes of servicing the routes of regular city (rural) and suburban automobile transportations of passengers and luggage*
25. Routes of regular city (rural) and suburban automobile transportations of passengers and luggage are serviced in one of the following modes:
- normal, performed by the city buses with at least two passenger doors, minibuses, and also long-distance buses on routes of regular suburban automobile transportations, with stops on all stopping points indicated in the route plan, the distance between them should be from 400 to 800 meters within city boundaries;
- express (only for city transportations) performed by the city buses with at least two passenger doors, with stops on all stopping points indicated in the route plan, the distance between them should be from 1.5 to 3.0 km.
26. According to specifics of servicing the population, regular city (rural) and suburban automobile transportations of passengers and luggage have the following characteristics:
- permanent, operating during the entire indicated period of the day and all days of the week;
- additional, operating in certain days or the periods of days (weekends, holidays or "peak" hours);
- seasonal, operating during the time interval established in advance (during the harvesting period, the period of functioning of recreational zones, sports centers);
- temporary, operating only for a short period of time (in case of unforeseen situations in the road system interfering service in a normal mode).
Paragraph 4. Procedure of regular city (rural) and suburban automobile transportations of passengers and luggage*
27. Boarding and dismounting of passengers is performed in the following order:
- in minibuses: first dismounting, and then boarding of passengers;
- in the buses with two doors: dismounting of passengers is performed through both doors, and boarding is performed through the back door;
- in the buses with three and more doors: dismounting of passengers is performed through all doors, and boarding is performed through all doors, except the front door.
28. Disabled people, pensioners, pregnant women, passengers with children of preschool age have the right of priority boarding, and also boarding through the front door of the bus.
29. From 4 to 8 seats (depending on the capacity) is reserved for priority occupation by disabled people, pensioners, pregnant women, passengers with children of preschool age in the buses used on routes of regular city and suburban automobile transportations of passengers and luggage.
30. If request stops are available on a route of regular city (rural) automobile transportations of passengers and luggage, passengers should inform the driver (conductor) in advance on necessity of a stop on the specified stopping point. If there are passengers waiting on such stopping point, the driver stops the bus for their boarding.
31. Trips of passengers on routes of regular city (rural) and suburban automobile transportations of passengers and luggage exclude:
- entering and exiting the bus or minibus before it fully stops or during movement;
- preventing opening and closing of the bus doors;
- distracting the driver by conversations during vehicle movement;
- damaging the internal equipment and interiors of the bus or minibus;
- smoking, littering, drinking alcohol;
- transportation of flammable, explosive, combustible, poisoning, caustic and stinking substances, fire-arms without covers and accompanying documents.
32. Transportation of passengers and loading of the bus or minibus compartment is authorized according to their capacity established by manufacturer on routes of regular city (rural) and suburban automobile transportations of passengers and luggage:
- standing and sitting in buses in quantity not exceeding their full capacity;
- only sitting in minibuses in quantity not exceeding the number of seats.
Paragraph 6. Payment for the trip and luggage transportation in city (rural) and suburban lines*
41. Payment for trips and luggage transportation on routes of regular city (rural) automobile transportations of passengers and luggage is made by the passenger in cash to the conductor (driver) or through the system of electronic payment.
42. The fact of payment for the trip or hand luggage transportation in the city (rural) line by cash is fixed by issuance to the passenger of travel documents (tickets).
43. The single control ticket is valid only for a trip on one route, in one direction, irrespective of the distance.
44. In case of circumstances under which the bus or minibus does not continue movement on a route for technical reasons, the single control tickets issued to passengers are valid for the trip on another bus or minibus of the same route.
45. Payment for the trip and transportation of luggage on routes of regular suburban automobile transportations of passengers and luggage is made by the passenger in the cash desk of the bus station, bus terminal, or service station when commencing the trip from the starting point, or to the conductor (driver) during boarding at the intermediate point according to the tariff approved by the local executive body.
46. The fact of payment for the trip in the suburban line is fixed by issuance to the passenger of the travel document (ticket).
47. The fact of payment for the luggage transportation is fixed by issuance to the passenger of the baggage receipt.
48. Long-term tickets for a certain calendar period are sold in advance in the points of sale established by the local executive body, and also by operators - through conductors or drivers.
49. Long-term tickets intended for trips in the city (rural) lines are not valid on routes of regular suburban automobile transportations of passengers and luggage.
50. Long-term tickets do not cover transportation of luggage and hand luggage exceeding the established volume.
51. The passenger with the long-term ticket shows it to the conductor (driver) during boarding the bus or minibus.
52. If the passenger uses the concessionary long-term ticket he/she shows it along with the document confirming his/her right to the benefit.
Paragraph 5. Hand luggage and luggage transportation*
33. One piece of hand luggage with size 60х40х20 cm and weight no more than 20 kg is allowed to be taken in the bus or minibus without additional payment, and also one pair of skis in a cover, a baby carriage or a sledge (only in buses) on routes of regular city (rural) and suburban automobile transportations of passengers and luggage.
34. Transportation of the hand luggage exceeding weight and size dimensions specified in article 33 hereof is allowed only on the bus platforms and for an additional payment, according to the established tariff.
Animals transportation
Paragraph 5. Transportation of hand luggage and baggage*
36. Free transportation of the small animals and birds in the closed cages or in bags is allowed on the routes of regular city (rural) and suburban automobile transportation of passengers and baggage.
37. Dogs are transported free of charge in buses on the platforms, with a muzzle and on a lead.

7. Keeping dogs in crowded areas is prohibited. In public transport and in other public places dogs must be kept on a lead and in a muzzle
8. Dogs of fancy breeds can be transported in bags or in special cages (containers).
